Why everything in Khardrath's elemental planes is flagged mage_only?

I could see an argument made for essences.
But not for weapons or rings.

a quartz ring can be referred to as 'ring quartz circle'.
It is worth 1883 copper, and is of the 40th level of power.
It is a treasure.
It is made of quartz and weighs 0 pounds 4 ounces.
When worn, it affects your strength by 1 point, your damage roll by 2 points and your hit roll by 2 points.
A magical aura surrounds it.
Only a student of the arcane arts could use it.


Could you remove mage_only flag from weapons/rings?
