In the new arial city, the guild mistress will train you or let you practice but not discuss. You get "It is more productive to discuss your exploits with your guildmaster".
< Also a question about a possible quest being broken. >

The area writer should have all the guildmasters updated NCR.
The second item has already been fixed.
