The insinuative overture edge does not appear to be working for me. In fact, it kind of seems to doing the opposite and firing on the resistance instead of the vuln. Below are logs of me fighting a couple fire giants where only once in nine times did I get the vuln, ice.

I also have only used this in PK once against a ice or fire vuln foe. I included that portion last. It was against Vozmuir, a felar and I got the resistance, ice. At first, I thought this might have been because Fortress has protection from fire but then I noticed that I got fire on both Illanthos and Veneroth.

It works correctly, but:

1) It's not 100% -- it just makes getting the right element more likely when possible, and

2) It knows whether someone is resistant to the element in question better than you do. You probably aren't going to find a non-terrible hero PC felar that isn't resistant to fire, fire that isn't resistant to cold, etc.
