Expected:I give the order lord his 5 items
-Through two separate log-ins
Quest ends, I get my fancy pants reward.
Result: Nothing, I give him the remaining two, and he doesn't budge.

It doesn't track that you've given each item to him (no quest that I know of does that), it tracks that they've got all items right now.
