As far as I know, all defense skills are supposed to stop gaining improvements by normal means at 80% until lvl 16(or is it 15?).
Shield mastery is not, however.
Normally, one would not get shield mastery until lvl 16, because it requires shield block to be at 90%.
But with the new skill learn thing, I got shield mastery at lvl 10, and noticed that shield mastery improved past 80% during normal use pre-lvl 16.
Figured that might be a bug/oversight.

1) The specific (though rare) case you mentioned is fixed.
2) Shield Mastery should no longer improve against very weak opponents, much like Shield Block.
3) Shield Mastery should improve somewhat move quickly against very strong opponents, much like Shield Block.
