Should this quiver not be strengthenable? (that a word?!)

You can only strengthen armor, clothing, wearable treasures, or weapons.
<100%(100%) 100%m 100%mv 10847tnl (forest)(cloudy)> wear quiver
You wear a quiver of razor sharp arrows about your body.
It is leather too.
