I was wondering if it did even though they don't use weapons.

This isn't a bug.
That being said, sure, a monk can swiftstrike any time they parry an attack.

Is it a bug that swiftstrike doesnt trigger from avoid?
From your answer I guess that means elf monk doesnt get swiftstrike when fighting as class was intended.

Correct. Avoid != parry.
