Lots of items will not respond if you cannot form command phrases properly.

I have presumed in the past that this is intentional, but I couldn't invoke a panther figurine when I was deaf.
This could be because I was speaking in caps, but maybe not.
Intentional that deafness foils command phrases? Or is it an issue of case sensitivity having an unexpected effect?
