Yes, it is the detect magic echo...and you get detect magic with truesight.

Except there are rager echoes for veil shifts that are different from everyone else. This is the regular echo, but this guy should be getting the rager echoes. The shriek when it waxes and the goodness when it wanes. He shouldn't be seeing this.
