13569, No Echoes on Observe

When using observe, there are no echoes showing that you're building up observe. Also, when you step out, it doesn't say that you're not observing any more. As intended?

Uhm...everytime you do observe you get an echo that you are building up observe...I'm not sure what you think needs to happen here.
