I did not get a skill on this level, yet the previous 3 - 4 levels I did get a skill gain. It might have to do with leveling off of this quest. Thanks

There is a chance that the loop that looks for a skill won't find one in 1000 tries and you won't get a bonus. By design.

If you were previously at the threshold for number of skills practiced vs. number of total available skills, and your leveling introduced enough new skills to push you below that threshold, you won't get the bonus.
