Fought over 200 trolls with Zephyr up (in the wilderness) and the zephyr never once blew dirt up into their eyes. The helpfile suggests it at least has a chance to while in the wilderness.

From the helpfile:
Additionally when in the wilderness, the zephyr may blow dirt up into the eyes of any who come in close contact with the animist.
