2. Whom do I report for a Magistrate conjuring in town…If I remember correctly, it was against the law

This is correct. Deaths while (Wanted) incur experience loss.

2. Whom do I report for a Magistrate conjuring in town…If I remember correctly, it was against the law

You can report any crime to another Tribunal, if one occurred.
