I may be wrong, but it looks like Scion portals can affect out-of-PK players. However, those players cannot kill the portals because the Gods protect them. This seems buggy.
Bug or by design?

If you're out of the Portal's owner's PK, all you get is a spooky echo.

I've been robbed blind by the nightwalkers who steal, even out of PK range of the one who cast it.

Looking at the code, this was fixed some time ago.
