10617, Bind hands on shifters

Why cant I bind hands on shifters, considering assassins can break their wrists. I thought shifters had limbs in form. If I cant bind them, I cant tie them, or truss them, or drag them. Huh?

I am fairly certain that the forms where an assassin can break their wrist can also be bound. Many forms don't have any hands, some have paws which you can bind.
