10597, I had the same thing happen to me.

I had a whip primary, sword secondary, and I tried to switch my whip out for a dagger.
Removing the sword and wielding the dagger properly swapped weapons, and then I could dual the sword.
45 dagger spec

What is your level/spec/dual wield skill? I assume you are a warrior...

24, sword spec, dual wield ~ 80% (not sure).
