Two separate but related issues:
1. Kote or Kans (I honestly don't remember which - I can post a log if needed) makes you lose your dual wielded weapon even if it is nodisarm.
2. Kote or Kans makes it so that even without a mainwielded weapon (nothing at all in your hands) you cannot use a wand (or staff or whatever, I presume).
