But if it isn't why in hells does it do this? That was so frustrating.

You use hit to redirect to someone, but you can only do that if they're fighting you.

You could (for example) start a fight with a skill like dirt kick that you can use while fighting, then redirect, though that won't work if your target is already fighting someone else.

Yes, this makes it somewhat harder to gang someone while they're fighting at their cabal inner or what have you, and that's intentional.
