Here is the thing from a rp standpoint as well.
Tribunal are paid to protect the cities and the citizens of that city. How does it look to those citizens to see the law hide behind the citizens themselves? How weak does it look to the citizens if the Tribunal runs from guild to guild causing those citizens to be killed?
The point of rule 12 being Tribunal business is the immediate part. It seems very plain to me, but, perhaps not to others. Immediate is what causes an officer to draw his gun and start shooting. Immediate means there is a crime scene to investigate. Immediate does not mean prevention.
