It seems like a great many races (or possibly race/class combos) are forbidden from choosing Seantryn as a hometown. In the brief experiment I ran, only humans and arials (of a particular class) could choose it. Presumably minotaurs can as well.
What's the rationale behind that? The Empress hates all non-human races except arial and minotaur?
