The original set of placement was done by a combination of me (representing Team Obscure Area Know-How) and Zulgh (representing general badassery), with input from Nep (representing general cruelty) and several others.

Since then, we periodically move them, usually after someone emails me a circulated list, or some TLB (*) posts it. I think I've tapped Arvam, Nep, Qaledus and others for help there at various times as well.
