I actually designed and implented the current wand system. I placed more than half of the wands, I think Valg & Thrakburzug helped me out with the rest of the spots, and the new places we've had along the way.

Full sets, zero. The barrier wands are pretty hard to get at 36 for the majority of them.

Not particularly. It rewards what I expect it to reward, exploring mages & magey places. If we wanted everyone to have them, we'd just give the spell to each class at the appropriate level.
