I'm thinking there are likely various ranger abilities which could be expanded a bit to work not solely in wilderness to entice them to come more out of the bushes, but here's one specific that came to mind:
Allow the ranger caverndweller skill SMOKESCREEN to be used in CIVILIZED INDOOR, too.
Currently this high level utility skill has an extremely limited use scope within indoor caves, only. IF you actually do manage to find a PK in a wilderness cave area once or twice during the character's lifespan, you should most likely be doing any number of other things instead of setting up a smoke screen, which could just ruin any surprise element you had, while not providing anything decisive for the encounter anyway.
From a realism perspective it makes sense too, why wouldn't you be equally able to set a smoky fire inside a house or whatever?
You could of course make it less effective in civilized indoor rooms, i.e. have a shorter duration or less likely to spread into adjacent rooms.
(As a side note for comparison, does the trapper thief SMOKE BOMB have similar restrictions? Does it work in civilized only or anywhere, even outdoors? Along the same lines, it should work in wilderness indoors, at least)
