No dog in this fight, it matters little to me, but providing some context, I believe that the labels for intelligence in CF were inspired by those used in Dungeons and Dragons, 2nd edition, contemporary to the time CF and the ROM/DIKU code base was evolving. D&D did incorporate science fiction since it's original version (Blackmoor), so the description having a science fiction feel for this stat is appropriate in that game. Below is the description chart for Intelligence as published in the 2nd edition D&D monster manual:
0 Nonintelligent or not ratable 1 Animal intelligence 2–4 Semi-intelligent 5–7 Low intelligence 8–10 Average (human) intelligence 11–12 Very intelligent 13–14 Highly intelligent 15–16 Exceptionally intelligent 17–18 Genius 19–20 Supra-genius 21+ Godlike intelligence

So...generally "slow" races...the most intelligent of them are average or reasonably intelligent. Just...the other 90% of the race is busy being absolute idiots.
On the topic of the actual change though...I like it!
