It'd let them get their pk on while fulfilling their pledge time. Other cabal's pledges can look at a who list and see their enemies. Nexun pledges have their enemies change quite often.

Can Outlander applicants see gray taint flags and does Outlander applicant's consider show whether or not a mob is at home in the wilderness?

If not, I think they should be able to see it. I think these would help the self-enforcement of the cabal's RP restrictions while being an applicant. If Santa Zulg would be so nice and make it.
