Could someone explain me, how a DOG can binds someone's hands with manacles?

A blink dog binds your hands with manacles.

Or a mongoose?

A mongoose binds Graevnik's hands with manacles.

Looks stupid from the RP/IC perspective. I understand orangutan or monkey could do it somehow, but gods? Mongoose? They've got no hands to do it!

Or is it maaaaagic? If so, could we have a better echo please?

They could call the power from the Scales of Justice to just make manacles appear on criminals, if there are no guards around.

I think echo changes would be fine, but I wouldn't change the power.

I'm not sure if coding would be involved in changing the echo but a simple solution for immersion's sake would be "NAME (A mongoose, A blink dog, James) nods to a nearby magistrate who manages to clamp a pair of manacles on soandso's wrists!" or something to that effect.

Here's the echo:

You frantically signal to the Spire lookouts that you need some manacles clamped on a criminal.
You slap the manacles on a massive alligator.

EDIT: That said, I'm not sure if that "frantically signal" thing is a room echo, or just something the Trib can see. Should probably be visible to everyone though.
