If someone is listed on "wizlist" and isn't marked dormant then you can assume they are "around". Some folks are "around" more than others, and some folks aren't visible the majority of time they're "around". If you've been praying daily for, say, a week, and still can't connect with someone, then your best bet is probably an in-game note.
