It seems like I remember hearing that shrines and the Inn were changed so that they were wilderness time neutral. Which is to day that spending time in them does not count for or against wilderness time.

Is this true?

Not true for the Inn. Tested out with my ranger roughly a week ago.

I can't speak for shrines but AFAIK the only way bar time doesn't count against wilderness time is if you're a Herald ranger/druid with that specific Herald edge.
