For the small bonuses it grants, and the very short timer. I thought maybe someone mistyped 100, instead of 10.

Not a bug, I just thought 100 was a bit excessive.

It's intended to be a situational commune that you think about using, rather than stack up 100% of the time.

As for 'small bonuses', it's a metric buttload better than having the nigh-worthless Ironskin in your repertoire, and in certain matchups it's very nice.
