Was just thinking about something, just like bards to announce, I believe Priests of their gods can have a skill to PREACH to all. It is something like a scroll to all (which currently is only used by a bard). Maybe only tattooed priests.
With this skill, the priest can send a message to all about his god but he cannot do it on behalf of others like a bard. His job is to spread his god's religion across Thera. This skill is only accessable on the 40ish title, where his faith is strong enough to convert on a mass scale, thus the preaching across the lands. For a priest to be of that rank, he should be quite a competant player already. Limit the skill to once per week, however.
Some reasons for supporting it is :
1. Most empowered character players are more or less a veteran or experienced CF player. So chances of abusing it will not be high.
2. Spice up the various religons of the Thera and RP chances with creative way of converting followers.
3. Not dependant on a bard, especially when it's hard to find a bard of your alignment.
4. Bardnotes are more for rumors, announcements, stories, proclaimations of tidings not religion.
