What determines how many percentage points you learn when you learn from mistakes? Recently I had four in a row just be for 1 percent, which seems strange if it's random. Is it int/wis based? I always used to look for the learn through mistakes for the 2 or 3 percent gains. Something been changed or just very bad luck?

The odds of randomly getting four 1's out of a range of 1-3 are 1/81. Especially given selection bias (i.e. you're more likely to notice streaks), it's hardly surprising that you'd notice such a run occasionally.
