As a long-time lover of the drow race, I would LOVE to see it put in that dark-elves could set Teth Azeleth as their hometown. A small bit of tweaking could likely be done to prevent the drow patrollers from attacking citizens... Obviously, for a lot of reasons, it'd make sense to limit citizenship to those level 40 or so and up.
