There is, and has been for years. Most likely you're used to it, or overestimating it. Even absolute rock-bottom basement morale doesn't mean you can't get XP; it just means you're getting X% of the XP you'd be getting if your morale was better.

I like the change for the most part, because it benefits the majority of the population in a way that has NO drawbacks. You guys really should implement more stuff like this, even if only for PR purposes.
On the other hand...
