I noticed that when I wielded a leader weapon that I don't get an echo for the skill tied to it. What is interesting is the leader weapon for Outlanders is a totem and allows for "wallop" but it does it at my skill % and I receive no boosting for the Hour Past Midnight. Example:

Leader weapons don't have the normal stuff other exotics do.
