mind that controls them has long since lost what primitive sanity it once had.

consumed by his incessant, mad clawing.

It looks like this might be the default for mobs in that area. The quaggoth and fire drake both have legs but no hands. Nothing in the firedrake's description indicates it has hands, but the quaggoth's specifically mentions arms and fingers.
