I believe this is working as designed, and I think that you (or whoever escorted you) got as far as one can with that thing, which is to say that if I'm understanding it right, I don't know exactly what the point of it all is. That said, I may be overlooking some aspect of it but I don't know who (if anyone) would be an authoring on that thing/place at this point in time. I hope that helps.

A handful of items that are loaded via progs instead of normal resets seem to be affected by a bug that results in them either never being loaded or being loaded less often than they should be, the case depending on their limit. I've fixed a couple items and will address the rests tomorrow.

The mask is one item in the first category, where as the mantle is also affected, but there is at least one in circulation too.
