Unfortunately this is not so clean cut.

I have been through a number of different scenarios:
- Exceeded the thresholds and been fine
- Exceeded one threshold and broken all remaining edge points
- Exceeded a threshold broken some edge points but not others
- Exceeded a threshold broken all tiers and then for some unknown reason gotten some back on the next tier
- Exceeded a threshold and got the edge points prior to the level

The fact the end result is so unpredictable certainly makes this a bug as opposed to perhaps exceeding one of the thresholds and then being unable to get that and only that tier when you meet the level requirement (Which may have been intentional ... Min/Max)
