As jhyrbian pointed out elsewhere, people would target members of the newbie cabal as easy kills. Better to integrate newbies into the existing cabal structure. The mortal leader (or the immortals) could appoint a mentor from within the cabal to train up that person.

This would be tough role-play wise for evil cabals.
