Angels don't just attack anyone, they attack necromancers and anti-paladins. Also, for a conjurer to do this with full success, they need to conjure the angel without a circle, which is always a dangerous prospect.

They don't.

There's already a failure rate in conjuring. When being done without a circle, there's a fair element of danger that I think balances the rest out.

Not really, when you consider how long it will be before said conjurer can call another angel, the chance of it being aggressive to the conjurer, chance of another conjie coming along and binding/dismissing it, there's a lot of things that can go wrong with it. I don't find it unfair or overpowered or broken in the slightest.
