Having played the gambit of law characters, I will say it can hinge greatly on your choice of RP. I have had very respected Tribunal characters and very hated (see:Grurk).
It's all on how you apply your role and trade. If you choose to apply the laws less literal (read: veteran cop who hates paperwork), keeping intent in mind, always giving the benefit of doubt to people, you will flag less. This tends to make you more affable, thus liked by the general populace.
If you are more stern with your reading of the laws and mark for every little infraction (read: meter maid), then you are going to piss people off.
Over the years, I've found it's easy to do little things, like return knapsacks, food, and items of personal value. Stuff like that will earn you brownie points with those you oppress.
