I would change Empire for Scions.
Tribunal: Orderly - Any Align
Outlander: Chaotic - Any Align
Fort: Good - Any Ethos
Scion: Evil - Any Ethos
On a side note, I wouldn't go down to four cabals, but if we did, I would use those four.
