You used to be able to conjure while a ghost. This changed when ghosts were abusing heal, and they changed that.

Ghosts cannot conjure servitors because servitors could be used offensively, and others would not be able to do anything about it.

It is interesting to note that this is true while tribunals can still bring special guards out while ghosts.
