because it's hard to argue without arguments
Seriously, we all know that mages reach their top at hero (at least most of them). If an abs mage at hero is not considered a balance-breaker, there is no phucking way a level 35 abs mage will be one.
If you think that a 30+ mage with wands is a death machine, how you can justify an existance of 51 level mage with wands in this game?
Otherwise, what is the point in moving all wands/edges/artifact-object to a near-hero zone where mages become more powerful naturally anyway. It is not like many mages plan to sit at 47 (?) to get an additional barrier source before moving to hero.
There are reasons why many melee classes sit at middle ranks to harvest PKs. I believe you're smart enough to understand these reasons. And I honestly see no point why make it even harder for mages rather than easier in order to counter that kind of level-sitting of fighters.
