I don't buy this. If an Imperial is my enemy and I see him breaking rules that I know exist within the Empire, I can easily rationalize ratting him out to the Emperor.

Maybe I want to:

1. Mock the Emperor for his inability (or unwillingness) to enforce Imperial law.

2. Get the rule-breaking Imperial in trouble, removed from the cabal, and hence more easily destroyed.

On the other hand, excessively acting as the Emperor's "watchdog" (as a non-Imperial) could actually be considered beneficial for the Empire as a whole, since you're facilitating the removal of its more corrupt and/or incompetant members.
