Can anyone tell me where I should start in building a pc that can browse the net, download torrents, run wifi streaming video to a second and third screen, and to play High Graph Video Game accounts at the same time?

If not, a machine that download and play two High Graph Video Game accounts at the same time?

I keep comming up with a 2,400 Dell computer.
