The cabal goals are to create a world where everyone can live free of the restrictions the civilized society places upon us. The goal is NOT to be free yourself. You are an organized group fighting toward a goal, of course there will be rules. Just because you fight for the freedom of all, doesn't mean you won't have to give up some freedoms personally to do so.

And if you think about it, even in Thar-Eris there would not be total freedom since you would not have the freedom to say... build a city. So when you speak of "freedom" in an Outlander sense, what you really mean is substituting the rules society has created for the rules the immortals intended when the world was created. I mean, dwarves will not be free to mine the way they like, orcs won't even be free to exist. You just have to realize that Thera is a world where gods are real and directly influence mortals, and their rules are the rules which matter. Kind of like in the bible when God would destroy a city for not obeying His rules, and instead making up their own.
