One one hand the wilderness time qualification makes perfect sense. Why would the Ancients, a powerful bunch of gods and whatnot, give their powers to one who does not possess the same attributes they are hoping to encourage in Thar-Eris?

On the other hand, the point of the cabal is to bring about Thar-Eris, and the only way to do that is to destroy what is not Thar-Eris (the cities, etc.) and these things will require you to be in the civilized areas.

I do not forsee this changing. Not that I have anything to do with it, of course. It's just my intuition. What I recommend to those like you is this: Only rank so far and then get inducted. Levels 1-20 come pretty quick to anyone who is going to really qualify for the cabal anyway, so spend that time in the wilds and then go strive for that interview. Plenty of time to PK after induction. To the best of my knowledge, you would not get spontaniously uninducted if your wilderness/civilized ratio skewed.

Of course, this will be really hard now that there is only a mortal leader to induct the goodies and the imms of the cabal are inactive right now.
