I don't remember if you can dismount mid-fight, but sure you can't mount.

P.S. In my previous MUD which had elaborate system for riding and mounted combat, you could mount midfight (with lag), but success depended on % of riding skill. If you failed check, you were lagged and not mounted, the same was with dismounted, you could fall off your horse and be lagged additionally.
