Gear boosts do carry over into form. So, as a owl, I might have the following:
Str : 16(16+6) Int : 17(17+6) Wis : 19(19+9)
Dex : 23(23+6) Con : 18(18+5) Chr : 20(20+6)
But if my natural wis is 17, I still get 2 pracs if I level in form because that particular calculation does not take into account gear bonuses.
