Having PERSONALLY watched over 10 inductions on people without 3 mage kills, that doesn't seem correct.
The policy, as I've seen it at least, is: 1 mage kill can get you inducted, but you don't path to berserker until you get 3.
But maybe the cabal leaders are doing it differently now, I don't know.
